US, UK and France ask UNSC to declare Jaish Chief Masood Azhar a global terrorist
   28-Feb-2019

The US, the UK, and France moved the proposal in UNSC to declare Jaish-e-Mohammad Chief Masood Azhar a global terrorist. This fresh proposal was moved on Wednesday by the three veto-wielding power nations and members of the United Nations Security Council (UNSC).

The Security Council Sanctions Committee will 10 working days to consider this proposal submitted by the three nations afresh. This proposal is the fourth one, as the earlier three similar proposals were blocked by China, another permanent member of UNSC. If this proposal passes through smoothly, the proscribed terrorist organization Chief would subject to the global travel ban, assets freeze etc.

Similar proposals were moved on earlier occasions, which were blocked by China

Similar proposals were moved to declare the Chief, of the proscribed terrorist organization, Masood Azhar in 2009, 2016 and 2017. In 2009, the proposal was moved by India whereas in 2016 and 2017 the proposal was moved by P3 - the United States, the United Kingdom, and France in the UN’s 1267 Sanctions Committee to ban Azhar but the proposal could not go through because China had put some technical holds.

Chinese interest in Pakistan

China has made huge investments in many parts of Pakistan Occupied Jammu and Kashmir (POJK) and it has a clear economic interest in Pakistan. Hence, China blocking the proposal on declaring Azhar a global terrorist is directly linked to its own economic interest. It is also astonishing that China has been doing a massive crackdown on Uighurs and other Muslims in its Xinjiang region yet it has blocked the global community’s move to declare the Chief, of the proscribed terrorist organization, Azhar as a global terrorist.

India’s expectations in UNSC

India is going through a tough situation, as the terrorists emboldened by the consistent support from Pakistan are striking India and the recent Pulwama attack, in which 40 CRPF soldiers were martyred, must be an eye-opener for the entire globe including China. France assumes the crucial rotating presidency of the UN Security Council in March. This time India has strongly reiterated its appeal to designate Jaish Chief as the global terrorist by 1267 Sanctions Committee of the UN Security Council. It is also expected that the global community would take some concrete steps to dismantle the terrorist camps in POJK.

Terrorism is a ticking time-bomb that might have affected India today but this menace will spiral soon if no concrete steps are taken to tame it and it would affect the entire globe including China. Therefore, it is essential that all the countries across global must rise above the petty economic interest and tame terrorism.
