In a surprise move to tarnish the image of Indian Army, DC Leh Avny Lavasa, an IAS officer, who is also assigned as District Election Officer for Ladakh Parliamentary seat leveled allegation against Indian Army. It is for the first time in the history of Independent India that an IAS officer questioned the credibility without making any investigation into the matter. The complaint against Army was moved by Congress party leader and two independent candidates Azager Ali Karbali and Sajad Kargali. Acting quickly on the complaint of Congress Party leader and two independent Candidates from Kargil, Lavasa within no time sent notice to GOC, 14 Corps-Leh, without even making efforts to verify the facts. Indian Army is highly professional and law-abiding and questioning its integrity without investigating the matter raises serious questions on the veracity of the move of Lavasa.

Highly placed sources in DC Office Leh also informed that Lavasa was insisting to register an FIR against Indian Army but another IAS officer refused to do so and objected to the move of Lavasa but Lavasa bye passed the other officers and Wrote a letter to GOC 14 Corps Indian Army Stationed at Leh and leveled serious allegations against the Indian Army and also released her letter to media after which Lavasa is widely Condemned for her politically motivated move. However, Kashmir based political leaders, separatists, and Pakistani media appreciated Lavasa for her anti-Indian Army Stand though the leadership in rest of the country have condemned the move of Lavasa and put high faith in Indian Army and its apolitical character.

Meanwhile, in reply to DC Leh, Army clarified its role and said "preliminary investigation indicates that the complaints are unfounded and appears to have been made to tarnish the Army's image, in-depth investigation is on to ascertain the details in impartial manner. The army remains Apolitical and we hold this value in letter in Spirit- PRO DEFENSE".

Since the matter is sensitive and dealt casually by DC Leh Avnay Lavasa, Defense Minister Nirmala Sitharaman has expressed her anguish over this episode and asked GOC 14th Cop to submit his report as well as the original Copy of the letter written by DC Leh Avnay Lavasa to Army.
