Special NIA court issues proclamation orders against 5 terrorists in J&K’s Kulgam

A special National Investigation Agency (NIA) court in J&K’s Kulgam district on Monday issued proclamation orders against five terrorists involved in various war crimes, including targeted killings of teacher Rajni Bala and bank manager Vijay Kumar last year.
The proclamation notices were issued at the request of J&K Police’s special investigation unit (SIU) against Arjumand Gulzar alias Hamza Bhuran of Pulwama; Bilal Ahmed, Sameer Ahmed Sheikh alias Kamran Bhai and Abid Ramzan Sheikh, all residents of Shopian; and Basit Amin Bhat of Frisal Kulgam.
Before issuing proclamation, the court had already issued non-bailable warrants against all these five terrorists.
The proclamation orders have been read in the conspicuous places of their native villages and copies of the orders pasted in conspicuous places of their residential houses and villages as well.
Before initiation of further proceedings under the law against these terrorists, they had been given a chance to surrender before the court or the investigation agency.
"SIU teams went to their native villages in Kulgam, Shopian and Pulwama districts along with local police and magistrates for execution of the proclamation notices, and proper SOPs were followed during these proceedings,” a police statement said.
